She has beautiful "eyes" - then that means she has a nice rack. Isn't "eyes" always code for boobs? Because seriously, is there really such a thing as beautiful eyes?

I have seen beautiful eyes but of course it's really subjective. But i'd be lying if beautiful eyes are common.

A few hours ago, I took your comment as a joke but after some thoughtful thinking, I realized that your comment does make sense. When you look at her boobs or butt, you're only tagged as being perverted (which in America, that's something to brag about) but when you look at her eyes, she'll run away from you because you're creeping her out.

3 seconds is NOTHING. and the fact that their eyes met in a gaze makes it somewhat normal. it also just depends on how the guys expression is while looking at her.

It depends on how she takes it and what the intention is. If she doesn't reciprocate the flirting and the guy continues to look, it's creepy. Otherwise, eye contact is a good thing.
