the universal calculation for what age you are allowed to date is your age divided by 2 plus 7. as 13 would produce 13.5 it gives an invalid answer (as the calculation is to show how YOUNG you can date.)thusly it is in fact too young.

Dating is the gateway to sex. But if the two young people can keep it to just kissing and holding hands then dating at that age is fine. Most kids can't it at just that though.

I never see the point of kids "going out" at that age, since they cannot, in fact, "go" anywhere...

It depends on how old the guy is. I recommend you go with someone who is either younger than 15 or older than 40. But NOTHING in between, ever. Seriously, there's a lot of weirdos in the 16-40 age group.
