breaking a habit takes more energy than forming one, I mean most habits are formed on a subconscious level.

This question was confusing in 'as much' means breaking and forming a habit are equal, so unless you think breaking and forming a habit take equal energy, the answer should be 'no'. breaking a habit is way harder than forming one. forming a habit is easy, almost by definition.
