Do you think Gadafi had right to force the millitary to kill citizens in Libya?

Just as the president of the United States has the right to make this order, so does the leader of any country to kill its citizens. Think of it as if you were on the other side of the situation, and violent rebels were killing people in your stable government. Is it right or morally acceptable? No, but it is his right as the government leader.
