Do you think the United States should mandate "English Only" on all governmental forms?

I'm tired of all the waste. My city has a small minority of Latinos in our city, but every form is written in English and Spanish. Now before you label me a racist or prejudice red neck. I'm not. I pay taxes and I just feel it is a waste of tax payer money. The people who don't speak english should be encouraged to learn the language. It was the same for my grandparents who came here and their parents before hand.
