I don't see why not - I can't see how they'd be mutually dependent for each other, or that happiness is some sort of zero sum game?
I know they say that you can't appreciate happiness without knowing pain - maybe, but that more so seems like just a load of crap you read from a fortune cookie.
It'd be nice to take happiness for granted, and unappreciate it b/c you get so much of it.

There' not concurrent states, or don't need to be. However, having felt real pain can help one truly appreciate the anthesis of happiness.

Ironically; if you want to view a rainbow, you don't want the raindrops to be on you. Best viewing of a rainbows is when you're in the sun viewing rain falling somewhere else, this allows more sunlight to hit the rain so you can view the rainbow. The poor sucka in the rain doesn't even get to see the rainbow, only the lucky guy in the sun gets to see it.
Kinda reminds me of the sad love song from Brian McKnight, "One Last Cry"
While the sun shines on you/
I need some love to rain on me/

Maybe it just makes us happy to see other people in pain? According to VoteYesorNo.com 73% of people laugh at people hurting themselves:

If a kid just kept kicking you in the shin. Just kicking and kicking to his heart's extent. For 8hrs you had the pain of this kid kicking you in the shin. When the little bastard went home, you'd be really happy he left.
