I took a beach towel on this cruise once. When I went to the laundry mat the next time this lady comes up to me and says, "You know it's illegal to steal things." I said what are you talking about? She must of seen the cruise ship logo on the towel. I've never taken another one since.
I'm sure hotels/cruise ships account for stolen towels in their annual budget. They should be smart enough to reserve funds for that kind of stuff.
I mean, there isn't necessarily a sign that says: 'Do not steal towels' technically speaking. And no...I'm not trying to imply that it's right to do it.
I haven't been tempted to take home hotel towels, but I have with robes from this one resort in Cancun. They were just the most comfy robes. Until the last minute... I was still able to fight the urge to take it home.
Why would you want to keep towels used by hundreds of other people? Lots of people use the towels for throw up, cleaning up baby spills, wiping their hands with god knows what and all sorts of things if you think about it.
