Robin Hood fits into anarchy much more than democrat. It's evident in the fact that he's an outlaw and constantly keeps stealing from the government.

Sorry, but Robin Hood is not a hero. The Prince of Thieves stole from the rich to pay the poor. Is that admirable? You can't rob Peter to pay Paul.

He robbed the unjust who happened to be rich. The story goes that in medieval, the hard working farmers would work all day but got their money taken by the corrupt law enforcements both by force and by law (since the local government was corrupt). So robin hood stole the money back and gave it to the rightful owners - the farmers.
