Don't you still need the IRS to collect the tax? So unless you get rid of tax completely, you'll have to still enforce it if you want any money from the citizens.

I think there should be a flat COMBINED City/State/Federal tax of 15% for every working man, woman and child. The cities should submit 25% of the collected tax to the state and the state 50% of the collected tax to the feds. The taxes at each level should be APPLIED in exactly the same way as they currently are to maintain the status quo.
